New Delhi: In a major move aimed at benefiting millions of prepaid mobile users across India, the Telecom Regulatory Authority of India (TRAI) has notified new consumer protection guidelines. The amended Telecom Consumers Protection (Thirteenth Amendment) Regulations, 2026 introduce key changes regarding monthly validity periods and offer tailored options for users who do not require mobile data.
Welcoming the development, Rajya Sabha MP Raghav Chadha called it a victory for “low-budget consumers,” highlighting that the new rules directly address longstanding consumer grievances regarding rigid recharge cycles.
Key Highlights of the New TRAI Rules:
- 30-Day Validity Option: Previously, telecom operators offered “monthly” plans with a validity of just 28 days. This effectively forced users to complete 13 recharges in a 12-month calendar year. Under the new regulations, operators must provide options with a full 30-day validity, reducing the number of annual recharges from 13 to 12.
- Fixed Monthly Renewal Date: Telecom companies must also offer vouchers that renew on the exact same date every month (e.g., the 1st of every month).
- Voice and SMS-Only Plans: Operators are now required to expand the availability of Special Tariff Vouchers (STVs) that provide only voice calling and SMS services without bundled data.
- Proportional Pricing for Shorter Plans: Where operators offer short-duration bundled plans, they must also provide corresponding voice-and-SMS-only plans at appropriately reduced prices.
Key Parliamentary Intervention
The regulatory shift follows concerns raised in Parliament on March 11 by MP Raghav Chadha, who questioned the rationale behind 28-day recharge cycles and the lack of affordable, voice-only options for basic phone users.
Following Chadha’s representation, TRAI conducted a consultation process, receiving 1,132 inputs from stakeholders before finalizing the amended regulations.
