Supreme Court Orders Removal of Stray Dogs from Public Premises

NEW DELHI: In a significant directive aimed at enhancing public safety and hygiene, the Supreme Court on Friday ordered the removal of stray dogs from key public areas, including educational institutions, hospitals, bus stands, and railway stations.

A three-judge special bench, comprising Justices Vikram Nath, Sandeep Mehta, and N V Anjaria, issued a series of instructions during a hearing on the persistent issue of stray dogs.

Key Directions Issued:

  • Relocation and Sterilisation: Authorities have been instructed to relocate stray dogs to designated dog shelters after they undergo sterilisation.
  • Fencing and Prevention: The court directed authorities to prevent the ingress of stray dogs into both government and private educational institutions and hospitals to curb dog bite incidents.
    • Adequate fencing of these institutions must be completed within eight weeks to ensure the animals do not re-enter.
  • Nodal Officers: Nodal officers will be appointed to ensure the effective implementation of these orders.
  • Highways and Expressways: The bench also addressed the issue of other stray animals, ordering the removal of cattle and other stray animals from highways and expressways, and their relocation to designated shelters.
    • The National Highways Authority of India (NHAI) and other relevant authorities were directed to undertake a joint drive to identify problem stretches on highways where stray animals are frequently found.

The Supreme Court had previously noted on November 3 that it would pass interim directions to tackle the “grave menace” of dog bites in institutional areas, often aggravated by employees feeding and encouraging stray dogs on the premises.

The matter has been slated for further hearing on January 13.

Three Mayor Posts Reserved for Women; Election Commission Issues Notification

The Election Commission has announced that out of the six municipal corporations in Kerala, three mayoral positions will be reserved for women in the upcoming local body elections. The reserved corporations are Kochi, Thrissur, and Kannur.

Additionally, out of the 14 district panchayat president posts, seven will be reserved for women. The reserved districts include Thiruvananthapuram, Kollam, Pathanamthitta, Idukki, Thrissur, and Kozhikode. The Ernakulam District Panchayat seat will be reserved for a woman from the Scheduled Caste (SC) category.

Kerala to Legally Challenge Intensive Voter List Revision in Supreme Court

The Kerala government has decided to legally challenge the implementation of the Special Intensive Revision (SIR) of the voter list in the Supreme Court. The decision was made during an all-party meeting chaired by Chief Minister Pinarayi Vijayan.

The Chief Minister stated that legal advice would be sought both from the government’s perspective and from that of political parties. He also noted that conducting the SIR based on the 2002 voter list, despite having a revised list from the last Lok Sabha elections, is irrational and politically motivated — especially with the local body elections approaching.

After a long wait, Double Mohan arrives! “Vilayath Buddha” to release in theatres on November 21

The much-awaited release date of “Vilayath Buddha”, featuring Prithviraj Sukumaran in the role of a sandalwood smuggler named Double Mohan, has been announced. The film will hit theatres worldwide on November 21. Produced by Sandeep Senan under the banner of Urvashi Theatres, the film is directed by Jayan Nambiar.

“Vilayath Buddha” is based on the celebrated novel of the same name by G. R. Indugopan. The film, directed by Jayan Nambiar, stars Priyamvada Krishnan as the female lead. The posters, teasers, and the song ‘Katturasa’ released earlier have already won hearts across social media. The recently revealed shooting stills from the film’s promo song have also generated wide attention online.

Following hits such as “Thondimuthalum Driksakshiyum”, “Sathyam Paranjal Vishwasikkuvo”, and “Saudi Vellakka”, “Vilayath Buddha” marks another grand cinematic venture from Urvashi Theatres. The film is co-produced by A. V. Anoop for AVA Productions. The screenplay has been written by G. R. Indugopan and Rajesh Pinnadan.

As suggested by the teaser, “Vilayath Buddha” unfolds as a thriller set against the backdrop of revenge, passion, and love. The story takes place in the lush sandalwood forests of Marayoor, famed for its ‘gold-bearing’ trees.

Alongside Prithviraj Sukumaran, the film features Shammi Thilakan, Anu Mohan, Rajashri Nair, and T. J. Arunachalam in prominent roles.

Jakes Bejoy is the music director. Arvind Kashyap, cinematographer of “Kantara 1 & 2” joins Renadive for the film’s cinematography. Kashyap handled the camera for “Bell Bottom”, one of the hit movies in Kannada.

Sabarimala Online Pooja Booking and Accommodation Bookings Open Online

Devotees can start booking Sabarimala poojas online from tomorrow via www.onlinetdb.com. Online accommodation bookings at the Sannidhanam will also open on the same platform.
Virtual queue bookings for darshan had already started on November 1 at 5 p.m. through sabarimalaonline.org. Up to 70,000 devotees can book slots per day via the virtual queue system.
In addition, real-time booking counters will operate at Vandiperiyar, Erumeli, Nilakkal, and Pamba, allowing a maximum of 20,000 devotees per day.

This pilgrimage season, accident insurance coverage for devotees has been extended across Kerala. Any Ayyappa devotee meeting with an accident anywhere in the state will now receive up to ₹5 lakh in insurance coverage.
If a devotee dies during the pilgrimage, ambulance expenses up to ₹30,000 (within Kerala) and ₹1 lakh (outside Kerala) will be provided for transporting the body home. The insurance scheme has also been extended to include Devaswom Board staff—both permanent and temporary—as well as government employees on Sabarimala duty.

DGCA Proposes Major Changes in Air Ticket Cancellation and Refund Rules

The Directorate General of Civil Aviation (DGCA) is preparing to introduce new rules regarding air ticket refunds and cancellations. Under the proposed system, passengers will not be charged extra if they cancel or reschedule their tickets within 48 hours of booking. Airlines will also be required to complete the refund process within 21 working days.
The draft proposal has already been prepared, and public feedback will be collected until November 30. These new rules are expected to strengthen passenger rights and address long-standing concerns over delayed or unfair refunds.

Four UKNA Members Killed in Encounter in Manipur

Imphal: Four members of the insurgent group UKNA (United Kuki National Army) were killed in an encounter with security forces in Manipur. GST Registration Drive Begins in Kerala

The Goods and Services Tax (GST) Department has launched a statewide registration drive across all districts in Kerala. The campaign aims to bring more traders under the GST system and increase the number of GST return filings.

The initiative was announced by Finance Minister K. N. Balagopal in the 2025–26 state budget.

As per GST law, businesses dealing only in goods with an annual turnover above ₹40 lakh, and businesses providing services with an annual turnover above ₹20 lakh, are mandatorily required to obtain GST registration.

In addition, traders covered under special circumstances listed in Section 24 of the GST Act must also register, regardless of their turnover.

Messi to Arrive in Kerala in March, Says Minister V. Abdurahiman

Malappuram: Kerala Sports Minister V. Abdurahiman has announced that the Argentina football team, led by Lionel Messi, will visit Kerala for a friendly match in March next year. The minister claimed that an email confirmation from the Argentine team was received two days ago, though he has not released the message publicly.

He stated that the team had confirmed their visit and that the Argentine Football Association would soon make an official announcement. The match, initially planned for November 17, was postponed due to infrastructure issues at Kochi’s Jawaharlal Nehru International Stadium.

However, questions remain about FIFA’s approval for the event. Earlier, it had been announced that the team would visit in October, then November.

Meanwhile, on November 14, Argentina is scheduled to play a friendly match against Angola in Luanda, marking the 50th anniversary of Angola’s independence.

Separately, as part of the GOAT Tour 2025, Messi will visit India in December along with stars Rodrigo De Paul and Luis Suárez. However, according to Messi’s own Facebook post, this visit is for charity activities, not a football match.
