Moscow: Russia has denied involvement in cyber-attacks on websites, including those of the Ukrainian Defense Ministry and banks.  Russia had no role in the attack.  As expected, Ukraine continues to blame Russia for everything, Russian spokesman Dmitry Peskov said.    Ukraine has also accused Russia of pursuing a hybrid war.

At the same time, Peskov welcomed US President Joe Biden’s proposal to hold diplomatic talks to ease the situation.  Peskov added that the US president also welcomed Russia’s willingness to start diplomatic talks.  Threats from the US and its allies are not of Russian interest.  Peskov said talks would be complicated in the near future, but that there would be efforts on the part of Russia to ease tensions.
The cyber-attacks targeted the websites of Oshodbank State Savings Bank and Privat, the largest financial institutions in Ukraine.  There was a similar attack last month.  The websites of the banks were restored within a few hours but the website of the Ministry of Defense could not be restored.  Russia has announced that troops will return to military bases as military exercises on the Crimean peninsula end.  Russia withdrew its troops during a campaign in which NATO and the U.S. said they would still attack Russia.
